Indycar has a strong relationship with Canada, that lies on USA for almost all of their racing culture.
The first time an Indy car appeared in Canada was in 1918, when the Indy500 winning Peugeot run an exhibition. 

In 1967, the first ever Indy race in Canada took place at Mosport, near Toronto. The track was beloved by drivers, although unsafe. Imperial Tobacco made a proposal to run both the 1969 Indy race and the Formula One Grand Prix at a new street circuit through Exhibition Place. However, they dropped the idea soon after-year absence, IndyCars returned to Mosport in 1977 and 1978.

Following the 1977 Formula One Canadian Grand Prix, Labatt, the owner of Mosport, revived the proposal to move the race to Exhibition Place, as the FIA deemed Mosport too dangerous and too challenging to adapt to new standards. Toronto city council turned down the proposal by a margin of two votes and the F1 Grand Prix moved to Montreal.

Meanwhile, Indycar was looking for another location, and in 1984 Molson Breweries acquired the rights to CART sanctioned IndyCar races in Canada. So, Indycar made its way to Sanair Speedway, near Montreal. Drivers disliked the circuit due to a severe injury to Rick Mears. Also, the circuit was forced into the Indycar calendar but wasn't at the other tracks' standard. In the spring of 1985, Molson revived the idea of a street circuit in Toronto for a third time and the City Council approved the race by two votes in July 1985 for the race to be held the following year.

In 1986 Indycar came back to Toronto, this time in the middle of the city. The event had some breaks, but the race has been run yearly since then.

Also, in the 2000s Indycar run some races at the Edmonton Airport, which has now been demolished and substituted. They used to race on two different tracks and the last edition was run in 2012. 
Nowadays, the Toronto event stands as the only race outside of the USA for the Indycar championship.
