Indycar is known to be a “Spec Series”, meaning that it limits the components that can be developed on the cars (e.g. the same specific chassis and safety components).
However, there are few small areas where the teams can develop their parts. Indeed, Indycar teams are spending a considerable amount of time tuning dampers. 

But what do dampers do and why are they necessary to the car? 
The main goal of any Indycar team is to create a car setup with good balance and stability in all areas of a corner, including kerb riding. When the car is going from a steady-state to another, a damper gets in action in order to control the speed of the dynamic oscillations of the car, given by the compression and extension of the suspension’s springs. The dampers convert the kinetic energy that is stored in the springs into heat, which gets absorbed by the oil - present inside the damper - through small holes, thanks to the movements of a piston. In brief, this oil gets hot, disperses some of the energy and the oscillations get smaller and smaller. The size of these holes determines how hard or soft the damper is and how slowly or fast the system can move. 

There are mainly 4 ranges of adjustments for dampers:
low speed compression (bump), high speed compression, low speed rebound, high speed rebound.
High speed bump and rebound controls the unsprung mass (i.e. wheels), tuning how the car reacts to bumps and kerbs, meanwhile low-speed bump and rebound controls the sprung mass (i.e. chassis) and the drivability of the car handling the corners, tuning roll and pitch. 

Also, dampers are important in order to insure that the aerodynamics is being optimised since it helps to regulate the ride height of the car.
Moreover, they are fundamental to create an even patch of the tyres, so that the car gets optimal grip and the tyres wear off slower. 

Damper technicians represent an important part of every Indycar team and the majority of the development costs goes into dampers (rumoured to be around 2.5 million dollars in some of the top teams).
