Back Story:
(WBTV) - Mecklenburg County mistakenly sent an email only to unvaccinated employees about the reinstatement of COVID-19 testing.

While some employees were understanding and sympathetic, Dunlap says others were upset that their information was public.

“They all expressed that their privacy rights had been violated. And I understand that because their names were on a list of other persons who were unvaccinated...and the concern expressed was, how do I deal with my colleagues who now know I was unvaccinated? Are they going to treat me differently? And that’s understood which is why I felt that certainly an apology was necessary in that regard,”
