## Caption

The Attorney General's Office has been investigating police-involved civilian deaths since 2015, including those that occur in crashes on roads or sidewalks. But because of limitations in state law that protect police in emergency situations, the Office very rarely faults or charges officers involved in these crashes, even if the officer fell asleep at the wheel or sped through city streets at high speeds, a Syracuse University and USA Today Network-New York investigation has found.⁠

Warren Corbitt was riding his motorcycle near Poughkeepsie in 2016 when New York State Trooper Cody Vetter sped up behind him, going about 90 mph in the 55-mph zone, on the way to a nearby emergency call. Corbitt pulled his motorcycle to the center of the road and Vetter hit him, killing him almost instantly. ⁠

The death was ruled a “tragic accident” in the Attorney General’s report, which noted that Vetter attempted to avoid the crash and Corbitt failed to yield the right-of-way. Eileen Raymond, Corbitt’s mother, found it hard to accept the investigation’s conclusion. ⁠

“I do not agree that it was just a tragic accident,” Raymond said. “Warren did nothing wrong, and this cop did.”⁠
