Berkeley City Council met at a special meeting Tuesday to discuss a proposed “middle housing” measure, which would allow multi-unit buildings to be built in lower-density, residential neighborhoods.

Those defending the proposal argue that the increase in housing will make the city more affordable for lower-income families and help decrease carbon emissions. Opponents of the measure argue that more housing in lower-density areas, such as the hills surrounding Berkeley, would allegedly make the area unsafe in case of an emergency.

City Council was expected to vote on the proposal Tuesday, but due to a procedural error, a final decision was not made. It is unclear when the City Council will make a decision on the proposal.
