The first protest encampment was established outside of Berkeley City Hall on Sept. 28, where community members and advocates — rallied by Where Do We Go — gathered to protest encampment sweeps and the eviction of people “with nowhere to go,” said Osha Neumann, Where Do We Go board member and a founding member of the organization.
