The International Labor Organization defines forced labor as, “all work or service which is exacted from any person under the threat of a penalty and for which the person has not offered him or herself voluntarily.” Traffickers often use debt-based coercion, deceptive recruitment practices, retention of identity documents and ATM cards, illegal wage deductions, physical violence, and other means to subject victims to forced labor. 

The top industries in which forced labor was present in 2020 include domestic services, home-based services like housekeeping and childcare, restaurants and food service, agriculture, beauty services, construction, manufacturing, and the hospitality industry.
