Rooster owners in Des Moines will have to get consent from their next-door neighbors to keep their birds under ordinance changes approved by the Des Moines City Council on Monday.

The latest changes mark the desmoinesgov's second attempt to temper resident complaints over noise and cleanliness. Over the summer, the City Council considered changes that would have banned roosters and slashed the number of fowl ― larger domestic birds including chickens, turkeys and ducks ― from 25 per acre to 12 per yard.

Those proposals were halted after dozens of protesters ― plus some chickens and roosters ― flocked to Des Moines City Hall in July to decry the changes. After that, city leaders went back to the drawing board to draft policies that would still allow for roosters and outline "better enforcement of nuisance animals which perpetually disturb the peace and quiet enjoyment of the neighborhood," according to a news release.
