Although wall hooks and Scotch Rough Surface Tape may not be the cheapest options, I stand by them as the most secure and paint-safe choice.

 Pro tip: No need to peel the plastic to expose the adhesive on the wall hook—it works perfectly as is & it will be reusable. Also, remember to do a figure-eight motion with the fishing line around two balloons in the cluster before tying a triple knot to securely fasten your garland.
