Which ability is more important to develop? 
While creating a speed training program for athletes, it’s important to take into consideration the exposures they’re going to see on the field.

While they may open up and hit 90% or more of their top speed in a game, they’ll only do that once or twice per game (if that). A majority of their speed exposure in a game will come from accelerations and short bursts of speed. Preparing them for those volumes is extremely important in building a speed program.

However top speed shouldn’t be neglected, as it will raise the athlete’s ceiling, and allow them to play at a higher game speed with less effort.
For example, if you have 2 athletes playing a game where the average speed of the game is 16MPH, let’s compare their outputs. One’s top speed is 19MPH while the other’s is 21MPH— the athlete who can hit the higher speed is going to have a much easier time maintaining the speed demand of the game.
