When you see "steam" rising from a cold river in winter, it's actually a phenomenon called "steam fog" or "evaporation fog," which occurs when the relatively warmer water on the river surface evaporates into the frigid air above, rapidly cooling and condensing into visible water droplets, appearing like steam rising up.
