A 13-year-old boy who fatally struck a bicyclist while joyriding in a stolen vehicle last year will stay in juvenile detention until he’s 21, under a plea arrangement with prosecutors in Albuquerque who say they had few options under state law. “Hopefully, he will get the counseling that he so sorely needs, he’ll get the education that he doesn’t have,” the boy’s attorney, Michael Rosenfield, tells “Banfield.”
