"There’s little time to waste for someone who is out on the street and who is really sick. Not two weeks from now, not a month from now, but they can enroll people today.”

Yesterday, our founder Darrell Steinberg testified in support of AB 348, a bill we are proud to sponsor at the Steinberg Institute.

AB 348 establishes presumptive eligibility for Full-Service Partnerships (FSPs), meaning that individuals who need these services the most can access them immediately.

FSPs are vital programs specifically designed to serve Californians with a serious mental illness and experiencing homelessness, hospitalization, and/or involvement with the criminal justice system. But today, only about 40% of FSP slots go to that population.

This bill fills this gap by removing red tape for providers. When someone meets clinical criteria for FSPs, providers can enroll that person immediately, connecting them to lifesaving care when they need it most.

We’re excited to share that AB 348 passed the Senate Health Committee on a 9-0 vote. It now heads to the Senate Floor for a full vote.
