July is the wettest month in Hanoi, and I wouldn’t trek in Sapa or anywhere north of Hanoi. Conditions are likely to bad. But still, Hanoi will have some dry spells so do go! Halong bay is a maybe, you might get rain / might get sun  ☔️ South is firmly in wet season. But honestly, that’s ok - you can still explore Ho Chi Minh on rainy season.
