Stephon Clark, His Life Mattered. March for Our Lives, San Diego. Photographed March 2018, days after police officers killed Mr. Clark in Sacramento, California. Vote because local elections determine local policy. Local elections determine who sets and approves use of force and prosecution policies in your community. After police used helicopters to track Mr. Clark in a modern day posse, they killed him because he was carrying something you have in your hand right now, a cellphone, and their first instinct was to treat it as a weapon. After review, the Sacramento police department revised their policies. This is the wrong order of business. We have to demand, and support those who have long been demanding, reviewing and changing use of force policies before, instead of being reactive and waiting until Black people are killed. If we have police, then every community should have independent police oversight. Our goal should be that oversight groups are consistently busy foreseeing problems and modifying policy instead of reacting and investigating deaths. While these discussions are national, change happens at the local level.
