MSCS Expands Support for Immigrant Students Amid Law Enforcement Surge

Memphis-Shelby County Schools says there have been no reported immigration enforcement actions on school campuses, despite the increase of federal agents and National Guard in the city.

General Counsel Justin Bailey reminded the board that all nine members voted earlier this year to protect immigrant students. Staff have already been trained on how to respond if immigration officials show up, and the district created a dedicated hotline plus online resources for families.

But while the buildings are safe — the neighborhoods around them are a different story.

During public comment, a preschool teacher described “state violence” and said one student’s parent was detained outside the school during pickup. Educators across the city continue to report fear, trauma, and attendance struggles among Hispanic students.

New Emergency Plan: More Bus Routes

Due to the increased federal presence, the board unanimously approved expanding transportation:

Current Parent Responsibility Zones
• Elementary: 1.5 miles
• Middle: 2.0 miles
• High: 2.0 miles

Under the emergency plan, more students will now qualify for school buses — especially those afraid to walk or be driven in targeted neighborhoods. Implementation will begin within 30 days, with a long-term safety and cost review to follow.

Amber Huett-Garcia:

“Children and families are disappearing and I’m not OK with it.”

Michelle McKissack:

“This is not just about expanding a bus route… this is about protecting lives and families.”

Memphis educators say students feel safe in school — it’s the journey getting there that’s become dangerous.
