Under the original rules, hemp was legal as long as it contained no more than 0.3 percent delta-9 THC. Businesses used that definition to create alternative cannabinoids and extracts that produced similar effects but stayed within the limit. The new language would redefine hemp to include total THC. This means all THC-related compounds count toward the limit, not just delta-9.
