The Niagara Falls State Park on the US side says in 1848, an ice jam upstream did stop the flow of water to the falls for about 30 hours, which is the closest it's ever come to freezing.

They say even in the coldest winters, the kinetic energy from the powerful flow of water keeps Niagara Falls moving.
