Such a fun and easy DIY! 
Tips: 
1. Toothpicks don’t hold (use hot glue).
2. If using a 14” cone begin with the Peeps stuck together (4-some).
3. Focus on keeping the ears close together and glued down.
4. On the 4th row from the bottom use sets of 3 Peeps, then 2 Peeps on 5th row, then single Peeps on the rest.
