Gov. Hochul announced plans to increase access to universal pre-kindergarten, boost child care subsidies by $1.2 billion, increase the child care workforce and simplify the child and dependent tax credit as part of her 2026 legislative agenda.

Under her universal pre-kindergarten expansion plans, all four-year-olds in the state would have access to pre-K by the 2028-29 school year, according to a news release.
