The Legislative Analyst’s Office described Gov. Gavin Newsom’s 2026-27 budget proposal for higher education as an “imprudent starting point,” citing large unrestricted increases for universities and increased enrollment growth across California higher education systems. 

“Facing projected deficits, the Legislature typically would expect to see proposals that contain costs, rather than the Governor’s proposals for large new spending increases … yet the Governor presents no such plan,” the LAO wrote in its analysis. 

Overall, higher education would receive an additional $3 billion from the proposal, or a 14% increase, compared to fiscal year 2025. For the University of California, ongoing funding would rise by 7.1%. The state Legislature has not yet voted on Newsom’s proposal.
