Park Sang-hak, a North Korean defector-turned-activist, said Monday he flew 200,000 balloons carrying anti-Pyongyang propaganda leaflets and COVID-19 medical supplies across the border from South Korea into North Korea.

One placard had an image of North Korean leader, Kim Jong Un, and a message saying that his grandfather, Kim Il Sung, was responsible for starting the Korean War.

South Korea passed an “anti-leaflet” law in 2020 that punishes anti-regime messages with three years in prison, due to concerns over the safety of border town residents and tension on the Korean peninsula.

In 2022, Park was indicted for violating the law. He filed a complaint claiming the law violates constitutional rights.

In a previous interview with VICE, the high-profile defector said he would “continue sending messages until the day when North Korean people are liberated.”
