It’s a lie that happiness is a perpetual state and can be achieved continuously that creates delusional expectations that then create disappointment / depression. 

My experience is that joy is a more permanent emotion than happiness and it’s the pursuit of joy that we can all aim for. 

In my experience that happens in the space of experiences and people, not in material gain.
