Ingredients

Beef filling
• 2 lbs ground beef (85/15)
• 2 medium carrots, diced
• 3 celery ribs, diced
• 1 medium onion, diced
• 4 garlic cloves, minced
• 2 tbsp tomato paste
• 2 tbsp flour
• 1 tsp dry thyme
• 1 tsp dry oregano
• 1½ tsp salt
• ½ tsp black pepper
• 2 bay leaves
• 2½ cups water + 2 tsp Better Than Bouillon beef base
(or 2½ cups beef broth)
• 1 cup frozen peas
• 1 tbsp parsley

Mashed potatoes
• 2½ lbs potatoes, peeled
• 6 tbsp butter
• ½ cup heavy cream
• ¾ cup shredded Dubliner cheese
• salt to taste

Top
• ½ cup shredded Dubliner cheese
• chopped chives (for garnish)

Instructions

1. Brown the ground beef in a large skillet, breaking it apart. Add carrots, celery, and onion and cook 5–7 minutes until softened. Stir in thyme, oregano, salt, pepper, and garlic and cook 1 minute.

2. Add tomato paste and cook 2 minutes. Sprinkle in flour and cook 1–2 minutes. Pour in water and Better Than Bouillon (or beef broth), add bay leaves, and simmer 10–15 minutes until thickened.

3. Stir in the frozen peas and cook for about 1 minute. Remove the bay leaves, stir in parsley, and turn off the heat.

4. Meanwhile boil the potatoes in salted water for 15–20 minutes until fork tender. Drain and mash.

5. Pour in the warm butter and heavy cream and continue mashing until creamy. Stir in the Dubliner cheese and season to taste with salt.

6. Spread the beef filling evenly in the skillet (or transfer to a baking dish). Spread mashed potatoes over the top and create small peaks with a spoon or fork. Sprinkle the remaining cheese on top.

7. Bake at 400°F for 20–25 minutes, then broil 3–4 minutes until golden. Let rest 15-20 minutes, then garnish with chives before serving.
