💪 A MODEL THAT’S BEEN WORKING SINCE 1987 💪

Since 1987 when the Center for Women residential work release program first opened, CCT has been leading North Carolina in gender-responsive, community-based reentry. It remains the only program of its kind in the entire state.

Today, over 2800 women are incarcerated in North Carolina state prisons. Yet only 30 women at a time have the opportunity to transition to CCT for up to three years at the end of their sentence.

That contrast speaks volumes.

CCT’s pre-release transitional housing model was built on a simple but powerful understanding: successful reentry doesn’t begin the day someone leaves prison, it begins before they go home.

Our model addresses the core factors that determine long-term stability:

• Safe, structured housing in a community-based setting
• Community supervision that emphasizes accountability and support
• Employment before release, helping women build income, work history, and confidence prior to full reentry

These elements, housing, supervision, and work, are widely recognized as critical to reducing recidivism and strengthening public safety.

For women, this approach is even more essential. Many are mothers. Many have experienced trauma. Many are returning to communities with limited resources. Without stable housing and employment in place, the risk of cycling back into the system increases.

For nearly four decades, CCT has demonstrated that when women are given structure, opportunity, and support before release, outcomes improve, not just for them, but for their children, their families, and the broader community.
