Timeline of the ST Demand in Assam

1. Early Demands (1960s–1980s)

The demand for ST status began informally in the 1960s and 70s, especially among the Ahom, Moran, Matak, and Chutia communities.

These groups argued that they are original indigenous tribes of Assam who were “Hinduised” or “assimilated” over time, losing their tribal recognition under British and post-independence classifications.

2. Organized Movements (1990s)

By the 1990s, separate organizations were formed:

All Tai Ahom Students’ Union (#atasu )

All Moran Students’ Union (#amsu )

All Matak Students’ Union (#aamsu )

All Chutia Students’ Union (#acsu )

All Koch Rajbongshi Students’ Union (#akrsu)

Adivasi Students’ Association of Assam (#asa) for Tea Tribes.

They began coordinated agitations demanding inclusion in the Scheduled Tribe (Plains) category.

3. Political Recognition (2001–2005)

The issue became politically active during the Tarun Gogoi-led Congress government (early 2000s).

A Group of Ministers (GoM) was formed in 2002 to study the demand.

The demand was officially forwarded to the Central Government in 2004 by the Assam government.

4. Central-Level Discussions (2011–2016)

The Ministry of Tribal Affairs conducted several assessments and field studies.

However, the process stalled due to concerns from existing ST communities and classification complications.

5. NDA Government & Renewed Momentum (2016–2020)

In 2016, the BJP government in Assam revived the issue under CM Sarbananda Sonowal.

The Centre announced that a “high-level committee” would prepare modalities for granting ST status to the six communities without affecting existing STs.

A draft proposal was submitted in 2019, but not finalized before the elections.

6. Recent Phase (2021–2025)

Under CM Himanta Biswa Sarma, the state set up another Group of Ministers (GoM) in 2024–25.

The GoM is scheduled to submit its final report on November 25, 2025.

Meanwhile, protests have intensified — especially by Moran, Matak, and Tea Tribes, accusing the government of “endless delay and empty promises.”
