## Caption

The fortified Old Town of Tallinn was historically divided into 2 sections, each with its own set of laws. Here up on Toompea Hill was where the rulers, clergy and noblity resided. Below it is Lower Town, the part of the city that was reserved for the common folk. Over time these divisions began to dissolve, however it is still an experience to share the same views of Tallinn that the patricians of old would have had to themselves.
