It really can be like this in many ineffectual 1:1s with managers. A one on one that your manager is late to, is centered around them and does not allow you to achieve what you need to in the meeting is absolutely pointless. It then simply late by 10 minutes becomes an exercise in checking a box. How does your manager handle your 1:1s?
