A convicted sex offender can't live within 1,000 feet of a school building. But nothing in Ohio law stops one from walking in the front door.

That surprised state Sens. Tim Schaffer, R-Lancaster, and Andrew Brenner, R-Delaware. So, they introduced Senate Bill 422 to ban most sex offenders from setting foot in schools and daycares.

Here's how Ohio law currently works: Individuals convicted of sex crimes and offenses involving child victims are barred from living near schools and daycares. They must periodically register their home addresses in a statewide database to alert neighbors of their convictions.

Sex offenders are sorted into three tiers based on the severity of the crime and the frequency of their reporting requirements. For example, those convicted of rape or murder with a sexual motivation are labeled tier III sex offenders, the most serious designation, and must register every 90 days for the rest of their lives.

The proposed law would ban tier II and tier III offenders from being present on school or child care premises, with a few exceptions. Parents could drop off or pick up their children from school and events. Individuals could vote at a school building, if that were their polling location, when classes aren't in session.

Ohio isn't the only state with this loophole. Only about seven states ban sex offenders from entering schools, according to Schaffer's research.
