A second suspect has now been sentenced in connection to a deadly 2023 case inside downtown Phoenix’s encampment known as “The Zone.”
Isaiah Baskin was sentenced to 38.5 years in prison, following another suspect who previously received 42 years for his role.

According to investigators, the victim, Geoffrey Rugwiro, had only been at the encampment for a few hours before the situation escalated into a violent attack.
Court records say the victim was later placed inside a dumpster that was set on fire.

What makes this case even more heartbreaking — Rugwiro had spoken with his brother just hours earlier and was planning to leave the area the next day.

His family, who lives overseas, didn’t learn what happened until months later after he was identified.

Both suspects pleaded guilty to second-degree murder and kidnapping.
Officials say the sentencing brings some level of justice, but doesn’t undo the loss for his family.
