Six investigators and three supervisors at internal affairs spent more than two months interviewing dozens of officers and officials. They seized phones and examined countless emails, text messages and crime reports and found a willingness to reclassify crimes for a variety of reasons to make it appear crime was lower than it actually was, according to the 554-page report.⁠
