Food carts have operated from the parking lot at Southwest 5th Avenue and Oak Street in downtown Portland since the early 1980s, well before Stark Street was renamed after Harvey Milk, making it Portland’s oldest food cart pod.

Yet despite hosting a few destination carts over the years (including Tábor, home of the Schnitzelwich) the pod has never had much in the way of amenities. Over the past half decade, the block and its surrounding neighborhood have struggled with trash, vandalism and fire, pervasive downtown problems that were accelerated by the pandemic.
