In 1935, Lenora Slaughter was hired to essentially rebrand Miss America. She turned it from a local Atlantic City beauty pageant into a nationwide program. 

Furthermore, with the help of Jean Bartel, Miss America 1948, included scholarships for the contestants. For many pageant contestants and even winners, scholarships were the primary reason they competed. 

“Lenora Slaughter should be...regarded by everybody that studies the Miss America pageant as a very important person in the development and success of the Miss America program.” -Leonard Horn, CEO (1987-1999)

However, Lenora Slaughter also instituted rule number seven in the Miss America rule book which stated “contestants must be of good health and of the white race.”
