A popular local restaurant and hundreds of new apartments are part of a plan to wrap the parking garage of the new joint city-county government complex in downtown Spartanburg.

On Tuesday night, Spartanburg City Council approved the first reading of a development agreement for the large mixed-use project.

City officials said the $71 million project, spearheaded by Indiana-based Barrett Realty Investments, includes 220 new apartments and nearly 15,000 square feet of commercial space.
