## Caption

A new Neighborhood Depository and Recycling Center, located in 2789 Hopper Rd., is the first in Texas to be operated by a management district.

The center will allow residents to throw away their tree waste, junk waste, passenger tires and recycling free of charge.

Carlos Silva is the chairman of the East Aldine Management District. He said the new center will also prevent illegal dumping. 

"Part of the problem is if you don't give people a place to be able to do it legally, then they're just gonna find a way to do it on their own," he said.

Illegal dumping has been an issue in the City of Houston.
