Ilocos Empanada
Ingredients
Filling:
* 1 cup mung beans
* 1 green papaya, peeled and grated
* 4–6 longganisa, casings removed (optional but traditional)
* Eggs (1 per empanada)
* 1 tsp garlic powder
* 1 tsp black pepper
* Salt to taste
Dough:
* 2 cups rice flour
* 2¼ cups BOILING water
* 1 Tbsp annatto powder
* 1 Tbsp neutral oil

Instructions
1. Cook the mung beans:�Simmer mung beans in salted water until tender but not mushy. Drain and let cool.
2. Prep the papaya:�Lightly salt the grated green papaya and let sit for 20 minutes to draw out excess moisture. Squeeze out as much liquid as possible.�Combine with cooked mung beans, garlic powder, black pepper, and salt to taste. Set aside.
3. Prepare the longganisa (if using):�Cook the longganisa fully, breaking it up into small crumbles. Let cool before assembling.
4. Make the dough:�Mix annatto powder into the water and bring to a rolling boil.�Pour the boiling water over the rice flour and mix until combined. Add oil and knead while still warm until smooth and pliable.�Cover and let rest at least 30 minutes (overnight in the fridge works great for better texture).
5. Shape the empanada:�Divide dough into portions. On a silicone mat, roll each portion thin (about ⅛ inch).�Add filling to one side — papaya mixture and longganisa. Make a small well in the center and carefully add a raw egg (removing some loose whites helps keep it neat).�Fold over, press out excess air, and seal the edges tightly.
6. Fry:�Heat oil to 350°F. Fry for about 3 minutes per side or until crisp and golden orange. Baste the top with hot oil before flipping for even cooking.
7. Rest for a few minutes before cutting.
Best served with spiced vinegar.
