What is Leno’s Law?

- California Senate Bill 712 also known as “Leno’s Law,” proposes to exempt collector cars that are 35 years old or older from California’s smog check law. 

- **Why it’s needed:**
 Supporters argue that this exemption will help preserve California’s car culture, protect small businesses involved in the classic car industry, and honor California’s automotive history. 

- **Who’s behind it:**
 The bill is sponsored by State Senator Shannon Grove (R-Bakersfield) and has the support of Jay Leno, a renowned car enthusiast and former “Tonight Show” host. 

- **Current Status:**
 The bill has passed out of the Senate Transportation Committee with bipartisan support. 

- **Impact:**
 The bill would exempt classic cars from the smog check program upon transfer of a vehicle, and on an ongoing basis for collector cars whose model year is 35 years or older. 

- **Recent Amendments:**
 The bill has been amended to remove the requirement for collector-car insurance for vehicles to be eligible for the exemption, and to ensure that eligible vehicles will never have to pass a smog test after being sold or bought.
