A newly released FBI video appears to show Russia testing the limits during the 42-day U.S. government shutdown. In late October, a vessel believed to be the Vishnya-class signals-intelligence ship Kareliya (SSV-535) was spotted about 15 nautical miles south of Oahu—outside U.S. territorial waters but close enough to cause a response by U.S. forces in the Pacific….SWIPE RIGHT for the video.

Although the government shutdown thinned staffing at some federal agencies, the U.S. military, of course never stopped ops. INDOPACOM assets—maritime patrol aircraft, surface ships, and joint surveillance capabilities—continued monitoring all activity across the region, including foreign spy vessels operating without AIS signals, posing as fishing ships, or even flying foreign flags.

The Kareliya has a long history of snooping...Originally commissioned in 1986, the ship was mothballed in the early 2000s before undergoing a major overhaul/upgrade and returning to service in 2017. Russian surveillance ships have routinely lingered near key U.S. sites—from Cold War patrols off Norfolk and Mayport to more recent encounters off Alaska & Hawaii.

In fact, this isn’t the first time Kareliya has disrupted events in the Pacific. In 2021, its presence near Kauai forced the postponement of a planned SM-6 missile test at the Pacific Missile Range Facility. Russian spy ships may again be monitoring Navy, Space Force, and Missile Defense Agency testing at the Pacific missile ranges. F-22s from Joint Base Pearl Harbor-Hickam have even launched long-range intercepts in response to Russian activity in the region.  We’ll keep you updated: thevigilantheroes
