Breaking: A long-time U.S. government adviser is accused of stealing “TOP SECRET” docs and meeting with Chinese officials in an effort to reveal U.S. military aircraft capabilities to a foreign government.

Mr. Ashley Tellis, a subject-matter expert on India & South Asian affairs intermittently employed by various U.S. gov agencies, allegedly removed classified materials from secure facilities while serving as an “unpaid senior adviser” (we’re not sure what that is...like a “volunteer”—with TS-SCI access??) to the State Dept and a contractor for the Office of Net Assessment (an internal ‘think tank’ ordered shut down some months ago).

According to federal prosecutors, more than a thousand pages of “TOP SECRET” and “SECRET” documents were seized from the suspect’s Vienna, Virginia home. The indictment is vague, but describes materials that included USAF assessments on military aircraft capabilities.

Investigators say Tellis had a coworker print multiple classified documents on Sept 12th, and less than two weeks later, printed additional Air Force files that he removed from the site. Court filings describe a series of clandestine meetings between Tellis and Chinese officials — including a Sept 2022 dinner where he reportedly carried a manila envelope & a 2023 meeting where discussions centered on Iranian-Chinese relations and emerging tech (how the DoJ/FBI is aware of these meetings is unclear).

Tellis began working for the State Department in 2001 and had a top-secret clearance—also served as a senior fellow at the Carnegie Endowment for International Peace. At this time, the charges against him include unlawful retention of national defense information, but authorities have not yet disclosed whether any classified information was transferred to foreign agents or if additional charges are expected.
