U.S. munitions production is entering a major rebuild phase after years of underinvestment and sustained drawdowns to support global conflicts. The Department of Defense has begun addressing what senior leaders call an “alarming” lack of munitions depth across all services.

Under recently passed legislation, multiple new facilities have been activated or upgraded as part of a national effort to restore ammunition manufacturing capacity. UNION Technologies opened a fully automated 155mm artillery shell facility near Dallas, Texas in July. In April, a new load, assembly, and pack site came online in Arkansas. And in May, the Army completed a new explosive railcar holding yard at Crane Army Ammunition Activity in Indiana—its first such expansion in decades.

Congress has allocated $4.9 billion toward Army modernization efforts, which include new production lines and supply chain resiliency investments nationwide. The Radford Army Ammunition Plant, originally built in 1941, is also undergoing major modernization to incorporate advanced chemical processing—critical to producing nitrocellulose and propellants.

The One Big Beautiful Bill Act provides an additional $25.3 billion to accelerate defense manufacturing. This includes $1 billion for qualification activities and data management to enhance industrial competition, $500 million to expand advanced manufacturing techniques, and three new munitions reserve programs to increase surge capacity.

Officials say this marks the first significant production ramp-up since 1945. The move comes amid heightened concern that without sufficient ammunition, American warfighting capability—regardless of technology or training—could be severely compromised.
