Namibia killed the old Tender Board. Then quietly rebuilt it.

In 2015 we swapped the central Tender Board for a new Procurement Act. The whole point was to decentralise: let every ministry and SOE run its own open, competitive tender, so no single desk is the bottleneck, and no single desk is the point of capture.

Now look at school construction. A lot of it routes to August 26, the commercial arm of the Ministry of Defence. The catch: August 26 does not have the capacity, so it subcontracts. And it hand-picks. No advert, no open process.

So the thing we decentralised is quietly recentralising into one desk again. Same bottleneck, different name on the door.

If the goal is really cost, then capacitate August 26 properly, put the idle soldiers to work, and let the budget prove it. Right now the small contractor with no connections gets sidelined, in a sector that employs thousands.
