Namibia is quietly insourcing its biggest tenders.

Grant distribution went from the private sector to NamPost and reportedly almost halved in cost. PSEMAS, fishing quotas, school construction and hostel food are all drifting to the state. Only fuel is moving the other way.

Cheaper for treasury. Fewer shots for the ordinary contractor. Good or bad?
