When the administration learned that Fable's safeguards could be broken,  potentially enabling bad actors to build cyber weapons or bioweapons — they sent Anthropic a letter threatening to cut off access to the model for foreign nationals, including those working at Anthropic itself.

Because that wasn't implementable, Anthropic pulled both models entirely.
SCSP's Rama Elluru breaks down the conflicting information the government received: Amazon CEO Andy Jassy said researchers broke the safeguards, while Anthropic CEO Dario Amodei said the jailbreak wasn't a big deal. The government sided with Anthropic — but the gap between what technologists and government understand about AI is growing.
