In the August issue of CoroCoro magazine, which should go on sale July 15th, you’ll be able to redeem a code from it giving you access to Lucario and the Mega Stone for Lucario. 

The Lucario will be in a Cherish Ball for Pokémon Champions. 

This magazine is only sold in Japan, so if you really want this in your game, you’d have to order the magazine from a Japanese reseller or importer.
