Is anyone else baffled at the fact that a lot of penalty shootout lineups are just made up on the fly? At the World Cup??? 😭 While certain elements like injuries and subs will change a lineup throughout a game, with the amount of resources  available, wouldn’t there be an optimized set lineup for any situation?
