CITIUS MAG | Running + Track and Field News on Instagram: "🇷🇺 The IOC Executive Board has provisionally lifted the suspension of the Russian Olympic Committee, effective July 7, 2026, which ends a ban that had been in place since October 2023. The recommended conditions restricting Russian athletes’ participation in international competition are no longer applicable, opening the door for a full Russian return ahead of the 2028 Olympics in Los Angeles.

The IOC determined the Russian Olympic Committee no longer includes regional sports organisations from territories under Ukrainian jurisdiction, and the ROC has confirmed it will not conduct activities in those territories. With LA28 qualification already underway, the IOC cited the need to offer equal access to all athletes as a key factor in the timing.

🇧🇾 Belarusian athletes had their restrictions lifted separately in May 2026.

💉 All Russian athletes returning to competition must meet strict anti-doping requirements, with testing delegated to the International Testing Agency. Athletes newly returning must have been tested multiple times before competing, based on sports risk assessment. Given ongoing concerns about RUSADA’s governance, the IOC has built in a backstop so if RUSADA is still considered non-compliant by the World Anti-Doping Agency ahead of LA28, the ITA will independently test all qualified Russian athletes before they compete.

🏟️ The IOC will not hold events in Russia or invite Russian government officials to its events. A decision on whether the Russian flag and anthem will be permitted at LA28 has not yet been made.

❌🏃🏃‍♀️ However...World Athletics holds firm on Russian and Belarusian athletes remaining banned, according to a statement last week following the 241st Council Meeting. 🇷🇺 

The original sanctions imposed by World Athletics in March 2022, revisited in 2023, 2025, and March 2026, remain fully in effect. Russian and Belarusian athletes will not compete in international athletics. World Athletics president Seb Coe said in a statement, “No tangible movement towards peace negotiations having materialised.”
