Following a 3.5-hour closed-door meeting with city councilors, administrators, the mayor, and negotiators hired by the city, a draft term sheet was sent to the Trail Blazers ownership Thursday, putting the city one step closer to a 20-year lease with the team for use of the Moda Center.

Councilors say they’re fighting to get a good deal for the city, but their biggest fight might be with the mayor and city administrators. Some said they were caught off guard by the term sheet being sent and they hoped to see better terms included that would yield more revenue for the city than what’s currently being floated.

“The current term sheet seems to imply that the City will be happy if the only financial commitment the Blazers make is to pay that $3 million a year—of which the city would only get a fraction,” one councilor noted. “That’s not a fair deal.”
