With the BHSA now in full effect, the focus is no longer just on funding behavioral health services, but on ensuring accountability, transparency, and outcomes that meaningfully improve people’s lives. 
 
The BHT County Performance Accelerator Initiative was created to help counties turn this vision into reality, equipping them with the tools, support, and guidance needed to deliver on BHSA’s goals. 
 
In this video, our founder Darrell Steinberg—and co-author of the foundational Mental Health Services Act (MHSA)—reflects on more than two decades of behavioral health policy and how we arrived at this moment. 
 
His message is clear: transformation doesn’t happen through legislation alone. It happens when systems are aligned, performance is measured, and communities are supported to make change real.
