Just weeks after Chief Eric Stubbs’ viral “change or leave” warning, two Ottawa officers accused of gender-based misconduct have quietly left the force‼️😳🚔

Two Ottawa police officers accused of gender-based misconduct have quietly left the force, but one policing expert is warning the public not to consider the problem solved.

Const. Tyler Hawkins resigned on July 1 after being suspended with pay amid allegations that he used a social media account under a fake name to pursue intimate relationships with women he met during police calls. Multiple female members of the force also allegedly complained about similar behaviour. Hawkins has not been criminally charged.

A second officer retired on July 10 while facing criminal charges connected to alleged intimate partner violence, including assault, harassment and careless handling and storage of his police-issued Glock. The officer has not been publicly named to protect the identity of the alleged victim. The charges have not been proven in court.

Criminology professor Patrick Watson says resignation or retirement should not automatically end the public’s ability to learn what happened. He argues that investigations should be allowed to continue after officers leave so patterns of misconduct can be identified, victims can receive answers and former officers cannot quietly move into other positions of public trust without their disciplinary history being examined.

Watson also warned against treating misconduct as a problem involving only a few “bad apples.”

Ottawa police Chief Eric Stubbs has separately warned officers to change inappropriate behaviour or leave the organization and recently announced tougher consequences for members who misuse confidential police databases.
