The move follows months of tension inside the tsutigers athletic department. Six head coaches — including football coach Reggie Barlow, men's basketball coach Nolan Smith, and women's basketball coach Candice Dupree — signed an open letter in May raising concerns about Allen's leadership. University president Dwayne Tucker confirmed he received the letter on May 29. Weeks later, the coaches escalated further, delivering a formal vote of no confidence. "This Vote of No Confidence is not rooted in personal grievance, but rather in a collective belief that the department can and should operate at a higher standard," the coaches wrote.⁠

Bell has been with TSU Athletics since 1991, when she joined as an assistant women's basketball coach under Teresa Phillips. She spent 11 years coaching before moving into administration, most recently serving as Executive Senior Associate Athletic Director for Student-Athlete Services and Senior Woman Administrator.⁠
